This mantra is also known as Asthakshari Mantra and first appeared in the ‘Sama Veda’. First thing the mantra you mentioned above is incomplete, and its 2nd line is Om Namo Narayana, followed by Om Shri Vishnuve Namaha. Thus om is prefixed or suffixed to numerous mantras: Om namah shivaya.
